Hostile Working Enviroment

I need your advise on what constitutes a "Hostile Working Environment". These issues involve demeaning language(especially verbal) overly exaggetared persecution of daily management duties. Manager's consistent use of subjective and adverse statements/interpretations of communications with an individual, statements which allude to threatening with job loss. Subjective use of false/misleading information of the manager as a reference point for justification to enter adverse remarks on an individual's annul evaluation; thereby directly jeopardizing the promotion potential of the individual. Disparate treatment(a manager out to "get" an employee)by seeking to distort information to enhance a false image/impression to executive management.Is this harassment? Does that individual have recourse?
