Hostile Working Environment

Hi, I work for a school district and have recently gotten a new director, and the day this person started she/he has managed to turn our office of a great team work type office into an office that is afraid to help one another for fear of our jobs as well as our personal sanity. More for our personal sanity. we stil continue to help each other, but not as before. When this person first started, we all gave the that person all of the respect we gave the other. The first day on the job, this person called all of us in to her office one by one and proceded to harass each one of us. to this day, almost 9 months later, this person has gotten worse, daily. We have gone to the union and made informal complaints, but none formal and are getting ready to do so...she has even made many racial comments that were completely uncalled for, and we have never had any problem with any race at all until this person has started. this person has taken our office morale, our dignity, but we are still trying to stay united as one. does any one have any suggestions and does this constitute as harrassment???
