Califronia statute of limitations

In Dec of 1994 my roommate and I were taken under arrest in Glenn County for being under the influence of methanfetamine, no posossion charge. we were broken down and not in control of the vehicle at the time. We went to our court dates and were sentenced with drug diversion.
In may of 1995 I moved from Chico to Hayward, 180 miles away and did not folow through with the obligations to the court, as I regret this now. 9 years later in Dec. of 2003, I am stopped for my headlight being out, they pull up a warrant for this charge 9 years prior. They would like to now have me complete these classes in Glenn County or face 90 days in jail. Obviously either way I would lose my job by relocating.
Isn't there a statute of limitations in a case like this. Maybe a legal precedent?
